Steering wheel rotation axis is z-axis. Means you need to adjust the mesh accordingly.

[wheel.fl.hinge]
wheel = -0.80, 1.55, -0.70
chassis = 0.71, 0.55, 0.0
...

particle-00 -> particle.00
