I've been looking into these issues, which appear on all of the tracks. From the tests I did, it's not related to the collision code. I commented it all out as a test and replaced it with simple code to represent an infinite flat plane... and the problems were still there. If you load up laguna seca and, from the start position, turns slowly to the right, there's a certain angle at which your car starts behaving very oddly, like the suspension is stuck on two of the wheels or something. The area of laguna seca where your car goes crazy (under the bridge/on the straight after the cork screw, as noted here: http://vdrift.net/Forum/viewtopic.php?t=765) happens to be at this angle, and I think this bug is causing the bumps there. I'm still looking into it, but some sort of telemetry data wouldn't be a bad idea....
