Autotools vs SCons configure/build system

i won't get to it until i get basic netplay going, which could be sunday or it could be several weeks awayyou could do it if you want, but keep in mind that we'd have to merge the changes together later, since we'll be touching a lot of the same filesalso, i'd like to eventually make a clean, abstracted interface for game config stuff (like a gameconfig class or something)
