failure to open
i downloaded the newest v. 2006-02-21 and after upon completion of installation it would say can not open, can't find openal32.dll

You need to install OpenAL before you install VDrift. The installer was supposed to do this for you (I think) but for some reason it didn't work. So download the Windows OpenAL installer from here: http://www.openal.org/

Once you get the installer, run it, and then once it's done installing, reinstall VDrift. It should work.
