This seems to work for me. I can prove it to you. Do the following. Start a new practice game with any car, with keyboard controls for gas and brake. Switch to fixed or loose chase camera. Now in Neutral gear, rev the engine up to the max RPM. Now press the brake button. The brake lights come on, and the engine RPM isn't affected.
If you turn on Input Graphing, you'll see the accel/brake indicator slide up when you press the gas button, and then slide back to the middle if you press and hold the brake button. So, gas and brake do cancel each other out on the graph, but they do not cancel each other out in the game.
If you're having trouble accelerating in the corners, I'd say perhaps turn off TCS because that will restrict you a little. Of course, driving with the keyboard will be much more difficult then...
