missing weather.h?

Installed dev C++, downloaded everything off the svn folder. Opened the dev file for windows and it pulls up alot of windows then tells me a bunch of files arent there. First one is weather.h. If I try to compile it just tells me a bunch of crap is missing.

Since we haven't had a windows developer for a while, the dev-C++ project file is out of date and references a bunch of include files that don't exist in the project anymore. It probably needs to be totally re-done.

you can compile with scons with some little change (add missing ogg libs)
