Your system exceeds the minimum requirements (although I'm not sure if the 9200 will support all effects).

Can you check for stdout.txt and stderr.txt files in the same folder as vdrift.exe?

Can you check for My Documents\My Games\VDrift\log.txt?

If those .txt files do not exist, the problem may be due to a corrupted download.
