Well, I think most people will accept cash/PayPal. I think the big issue would be time, but if you offer enough and there is interest, I'm sure someone will bite. Post something in the cars/tracks forum, make an offer and see if anyone takes it. I think it's probably just a matter of making it worth people's time.

All that said it's probably easier than you think to use Blender. There is a learning curve, yes, but if someone would make a tutorial on how to build a car from scratch, it would be quite easy to follow. Making VDrift cars is in fact not that much different from making cars for any other game, and there are actually quite a few car modeling tutorials for Blender out there on the web. Google!
