loading new cars from zip files not working

I notice the error message in my log is talking about failing to find a volan.joe file for the cars I am having a problem with but these cars I downloaded from that web site are the ONLY cars in the data/cars directory to actually have a volan.joe file included. None of the cars that actually function have this file present.

Is this a file that has been phased out? Should I try removing the file from one of these directories and see if that fixes the problem?
