I checked out all the data and now the game seems to work fine.

BTW, I think the directions should indicate that it is absolutely necessary to setup the default control actions for something like a USB steering wheel. I.E. by default the game does not set that up. I spent quite a bit of time initially thinking my USB steering wheel did not function but all I had to do was go into options to set various actions for brake, gas, steer left, steer right and etc.
