I almost missed this question. This is important: the answer is that values greater than the tire radius are used! The suspension is immediately deflected to the spot that corresponds to the position of where the tire would touch the surface if it can. It's tough to see this in the code because there are a lot of offsets and transformations being applied, but that's the end result. This is the big limitation with not simulating unsprung weight that I mentioned earlier.

All that said, you might be OK using the cylinder shape for collision checking as long as the car's suspension displacement is smaller than the radius of a tire, and you're careful about positioning the cylinder for your collision query (position the cylinder as if the suspension was fully deflected, then apply offsets as necessary to make sure the wheelheight value you pass into SetWheelContactProperties is relative to the current wheel position, not the position where you put the cylinder).
