Is the "carparts" folder in the VDrift data folder simply text files that you can copy and paste for use in cars, or is there a way to implement them in the .car file without having to copy and paste?

The carparts folder doesn't do anything yet. It was used briefly for equipping different car parts, but then we decided to refactor how the system works, and haven't gotten back to doing that yet.
