"Thing" on Kyalami

There's this thing on Kyalami. I have no idea what to call it:


This part between the bump strip and the sand trap is what I'm talking about. What is it called? What material is that supposed to be? What kind of friction or bumpiness should it have?

Right now it's not bumpy and has friction mostly like the road, so it's pretty easy to cheat this corner by going over this thing.
