Is there a way to transfer torcs tracks to vdrift?

There's always a way
but no, it hasn't been tried so far as I know. I do know that TORCS defines tracks a little differently than we do, however their tracks are stored as models and could probably be converted to VDrift tracks without a lot of trouble.
