I'd say no, but some commits still happen on repo. Either way don't let that stop you from contributing sounds. I'd recommend just uploading them to the website freesound.org That's where I was always searching for needed sounds for our game (Stunt Rally). I always missed good car engine sounds, constant rpm for 4sec, but that's costly to make.
