Go to options -> advanced -> enable blur ->exit ->advanced options and blur is disabled. It also doesn't apply to the game. I really like this effect! Thanks, I think that is one of the most important details.

Have you restarted the game after enabling it?

Sorry I wasn't exact. With exit I meant close vdrift and start it again. I couldn't see anything in logs. Thanks

This is a known issue. Motion blur isn't working at the moment.
