I changed to external free-fly camera and now I can't change back to hood cam or anything else for that matter. I'm not sure what caused it but I'll try to work out a way to reproduce this.
edit: after that, during that same game session, I was totally unable to change camera modes at all, even after starting a new game, it changed me back to in-car camera, but still wouldn't allow me to change the camera to anything else.
edit 2: I can't change camera views at all now, even after restarting VDrift. I've checked my controls.config and it still contains all the view_* entries, but pressing F1-F6 does nothing. I'm not quite sure what is going on...

Well, sorry, I'm retarded.
My new keyboard is one of those logitechs that has a "[F] Mode" button to change the F* keys into something else. I had apparently accidentally hit this button and not realized it.
False alarm!
