My hardwaresetup is:
Nvidia Geforce 6200 with clockspeeds 370 / 667 Mhz.
AMD Athlon XP 2400+
1GB RAM
Preemtable Kernel (low-latency-desktop)
Timer 1000Hz.
Vdrift-setup:
1024x768
Textures: Large
Viewdistance: Medium
When playing I get framerates of about 60fps but occasionally the game comes to a complete halt for quarter of a second or so.

Try lowering the preemtable back to voluntary, i rember having alot of "skips" when trying forced preemption.
I'd thinkg your safe in saying it's not the video.
