Hard to say. Depends on what you call active.
I'd say no, but some commits still happen on repo.
Either way don't let that stop you from contributing sounds.
I'd recommend just uploading them to the website freesound.org
That's where I was always searching for needed sounds for our game (Stunt Rally).
I always missed good car engine sounds, constant rpm for 4sec, but that's costly to make.
